Are these helium balloons?

No. The foil balloons are stuck to the ceiling with a tape.

Will that leave a mark on my ceiling?

We use magic tape. It usually does not leave any mark if removed within 24 hours. However, make sure the house isn't newly painted as there is a risk of paint coming off.
